I said did not seem. This infers that I was not calculating the numbers specifically but from my perspective I felt I did not pay that much. So yes I am wrong but at least I have decent reading comprehension.

I studied a bit before expanding and it seems that expanding one tile costs 1 silver (55 x 55 = 3025). Seems about correct since I had roughly 3200 silver with me and I had some left from that to put in the stone after expanding.

That is correct. Each square you claim costs one silver.
