#5: Town Mayor got approx 1,000 silver.

#10: Town mayor got approx 100 Silver.

In the crazy unforeseeable event where the top mayors don't decide to happily hand out all that silver to their fellow colonists, you can always challenge their authority

yes, if you want really wars between top towns, then devs should create some way (maybe costing silver?) to track the towns receiving taxes.

or you could scout for them like those of us who know where every town on the list is had to do.

the suggestion i made logically increases the war activity because of reduced barrier of entry. i am neither for or against a such increase, merely pointing out the consequence of the implementation of such suggestion
