I didn't think it was, but it should be, account sharing causes too many problems.

This. When one person on the account claims the other is stealing it for example. etc. etc. Whenever there is a dispute, all accounts that are clearly sharing it will be canned until I get E-mails from those involved to prove who owns what.

Nothing is against the rules if nobody cares about it.

I doubt anyone wants to spend their time checking for shared accounts if there's no report or complaint about it.

Sure, if that person who also uses and owns the alt account says it is his main account and that you did nefarious stuff to it.
