If it's not hacking then I only have three questions:
Did they have permission to use this account like this from the owner of the account?
Were they given the password to THIS account or did they figure it out from the password on his other account that he let Vigi use?
Did they change the password to the account so that the original owner can't use it anymore without the original owner's permission?
All of these are account hacking.

Just for the record here are the EULA laws that the Chief and Vigi broke.

and this is what should happen in my opinion:
