We might have to wait for Darwoth to get unbanned to find out. My guess is something Claegue related.

As for his status. SittingBull was still in the process of filling out an Application to settle in Tribal Burial Grounds. Hence the pending status on his application as getting a permit for the TBG is no easy task.
