What can we do as the township community to take over the bell?

You can destroy the townbell even if it has silver in it

This, as long as you can reach it. Building a new one is rather pricey though, so only go with the "knock it down" option if you've got the silver to replace it. The option I would go with would be the depleted authority option or the smash his leanto and wait for madness to take him option.
