I'm currently debating if I should hack the rewards into the postmaster system, or if I should bring the server down and dispense them through the referee.

Bringing it down just disrupts everyone who plays (afk in town isn't the same thing).

Whether postmaster or referee, the prizes should go to those who bet on the Cougars for sure. There is no other way.
