I would think "no" as a character is merely an entry into a database with sex simply being a field in it. Crime markers would be an item in another database with a pointer back to the character ID. The similar would be true for buddy lists. (I could be wrong....)

If you click on "Birth Certificate" in the store, it gives this description. While I recognize that changing a character's gender doesn't mean they would need to be a totally new character, this description implies something pretty severe in the pay to win department.

For you Windows8 problem, the operating system most likely did not install the correct video drivers. Visit your GPU manufacturer's website to detect and install the correct ones.
