In the US we use all of the formats, even year first, depending on the situation.
But this:

2014年12月13日 would, I think, be the "normal form" of the implied format.

After further research. Anything beginning with 2014 in date format is indeed trying to reference the 14th day in the 20th month. Which clearly doesn't work.
