Minimum time to empty a brazier is 2hrs, not counting the debuff and inability to regen, right?

Indeed. A single player with 200 biles would need a MINIMUM of 20+ hours to empty a single brazier. This also assumes that out of 1000 shots 0% of them crit. Whereas statistically there would be 50-100 crits.

Also, at what point does an abandoned base become actually abandoned? I'm assuming one can still leave scents on an unpaid claim, yes? I would suggest that scents be deactivated in this case, though I approve of the braziers remaining online (unless I missed something about the scents).

A base is never abandoned until another player breaks in, breaks the claimstone, and then reclaims it. Or leaves it without a claim, at which point it is 'truly abandoned'

Scavengers are thus by definition criminals, yes? One would need to claim the cracked base in all cases to protect the scents left in the taking of the base?

Can't, I spent it all so I wouldn't lose it on my alt vaults.

Sure. To 'scavenge' without being a criminal you would have to scavenge from bases that have no claims at all. Which would mean bases another player has already 'raided'. inactive or not.
