Why do you need an external timer? Do you honestly sit in a chair at your computer for hours and hours on end with no break at all? Every hour or so, when you take a break to stretch, study a few inspirationals to get a proficiency point when you come back. It's in your best interests to keep slowly learning each day anyway to keep your inspiration from topping off and being wasted.
If you're not doing anything to actively increase your insanity, you can go something like 4 hours with no insanity reducing actions. That's a very long time. And if you're actively increasing your insanity, then it's going to be on your mind to decrease it again. No silly timers needed.
Personally, I like that I can lick the mold off moldy boards and then learn a proficiency, and then restore a few more boards. I never needed so many wood chips that moldy boards were good to keep around, and it always seemed such a waste.

On that 25th hour of play time you decide "hey I should spend an hour or so getting some tobacco and calming all this madness off". Depending on the 'hassle' that crafting a pipe and finding tobacco turned out to be, you may change your play habbits slightly to make sure you toss in 5 minutes of 'calming' actions for every 2-3 hours of neutral ones, or 5 minutes of 'calming' actions for every half hour of insanity buildings ones etc. etc.
