According to the post, the Expedition goes live at exactly 12:00AM PST. So like 20 minutes.

In order to get into the expedition, you must make a new character and complete the tutorial (the 200Silver pay option is disabled) and im guessing there will be an new option when you are done.

Correct me if im wrong.
