It does.
It just doesn't solve the whole problem of powerful established players. I think that's what you meant.
Making people be at most, way stronger but not exponentially stronger than noobs is different from letting people be as said earlier "Gods".
A full strength character will still beat noobs like rented mules, but the game does change significantly if people are capped to much lower max stats.
