While I can appreciate that there should be a need to balance between the benefits of living in the darkness and acquiring the specific stuff that only exists there, and the benefits of living closer to Providence and being able to travel easier to town, having a cooldown on porting will do nothing to encourage actual travel for the people living farther out. So then you end up with a situation where you've just slowed down trade for everyone, and need to figure out at what point do you want teleporting to stop being the more efficient means of trade, because that'll be the only point where you'll affect anyone in such a way that they might consider building a road and carting stuff.
So in light of the overall slowing of trade I'd like to propose that there be a mass transit system implemented after horses, that one can build in their base and only use it to travel to Providence. Such a system would allow you to travel to boston with say, a full inventory, for a silver cost. That way it'll incentivize profitable trade without just hindering people with another artificial barrier that's only there for the sake of being there. It'll stop spam, which is good, but give people the alternative to waiting out cooldowns, or actually make caravans somehow worth it. Nobody past a river can really cart over it, nor mountains, and even if they could someone that live 4 hours horseride away can care less about a cartload full of stuff, as nothing short of a chance for part of his inventory to vanish when fast travelling will make him choose the caravan. There is no requirement for that big an influx of trade goods to warrant many towns get together to transport enough stuff to warrant the time investment.
