Thats historically speaking, a bit off, and neither metal armor nor leather is any good against bullets in general, but I know historical correctness is not an argument here.
Therefore I won't take the time to look up historical facts, and just say what I remember reading somewhere:
In those times, where man would duel each other because of honor and pride, with state of the art one shot pistols, those wealthy enough would wear several layers of wet silk, which was able to prevent more lethal wounds if the body was hit.
Armor was widely used even up until the 1800's. Now, it being effective or not was another story. If Salem took place say during the 1600's armor was still used by quite alot of European countries. The German Landsknecht's are a prime example of this, with their steel breastplates over their fancy and elaborate clothing. Then you had the Spanish and their Tercio Square with armored pikemen.
