You had more than 220,000 as your Inspriation "Cap". Quite simply. So 50% of that was more than 110K. I'm a bit more concerned if people think it should remain this way or if we should deliver further leniency on the topic.
As for horses. There were many scenarios that we could program for, if people feel strongly and one particular thing you can do with a horse is OP please let me know. Because they are a Nice Thing, that we will be replacing with different horses when you can raise in Aninmal Husbandry, we only wanted to invest so much time into the "current horse".

We thought about this. We obviously chose this Trial Member system. How is the Trial Member system not just a more complicated procedure for managing vandal rights? Trial members are not necessary a short grace period, at the cost of authority you could keep somebody Trial member forever. And if you never truly trust him as a citizen, then should he really be promoted to full citizenship?
