I do anticipate we will be a bit over our head in regards to this. I wouldn't mind any direction you can point me in to research it further. Regardless, it is our understanding that the status quo was to do nothing. Therefore, the worst we can do is maintain. On the other-hand perhaps we can recognize a few abnormal activities, ban a few obvious cases, scare a few others into being honest. We won't catch everybody, I don't think any game ever does. The point we are looking to make without any claims as to how we plan to enforce, is if and when we catch it, we will discipline it.
Maybe it is just a bluff? Maybe we have no time/manpower/technology to find you? The question the botter would then need to ask himself is....

We like the idea of people coming to town for any reason as it adds a place of social interaction in a game where it is lacking. Sparring might be an opportunity to do so. We do not like the idea of people gathering combat experience without any risk or investment to do so though. What stops you from just making your own secure place to spar in some remote and/or defended location? We did just recently have a session where we brought up the idea of a sanctioned "1v1" though. An NPC where two players may enter their homesecrets and be ported into a cagematch to fight each other. If we did so, we most likely would not guarantee that the winner of said fight couldn't murder you after though. If you want to "Spar" in such a way, then it would be the ol' gentlemen's agreement.
There was no consensus on the topic though. So as such, it remains off our dev roadmap for the time being.
