How to burn it down if i cant destroy it to 25% and i can burn it only if it have 25% or less?

is it on a pclaim?
if not put it on a pclaim
it shouldnt have soak when on a pclaim
however when not on a pclaim the soak goes up as the HP goes down.

Yes its on claim.
i whant to put water tower there.
Claim is big and who whant to declaim and invest again to destroy simple kiln :/
Thats why i think it have a bit 2 much soak?
