Population is low, but I doubt it was ever planned to be big.

They certainly didn't plan for it to be under 100 people playing. More like 1-2k+ i would say.

I'm not sure but it always struck me that the intended plan was to cram as many people in as possible and make new servers along the way as necessary. That's the impression I got with the whole travel between server thing being possible.

What I want to know, is when are we going to stress test the servers before release?

population would pick up significantly even if it was eons between content patches if it was reaffirmed there will be no wipes or that they are at least still planning to be avoided if possible, lot of folks on jamestown are not playing or playing less because they think that you are going to take a page from haven and use a wipe as a pop boost.
