I doubt he means lower levels as in "3d mines" or multi-level ones. I think his play on words is rather this. "You will be able to access low purity ore even if your mine is dug out to a higher purity range". That is at least the notion I get from it.

What is next then, pclaims and townbells inside mines?! Dropping waste claims to get in on those levels?

Anyway, +1 for JC considering the possibility that old mines might be compatible with the new system, and good that I did not dig out that much yet. ^^


[edit:] Was there any info yet, if there will still be a distinction between copper and iron mines, or will they be all the same then?

No,
Mines will be 'neutral' territory, and you will need to 'defend' your access in and out of it.

So.. they dont join up or we simply cant commit crimes in them? The comment about defending the way out is a little confusing on this point.
