Can you confirm what will happen on a town claim if a non town member claims a section of the town, will they be able to destroy stuff without the soak because it is on their Pclaim, or will the town claim override it?

A non-town member cannot claim a section of your town.

A lot of changes as expected. Mostly I'm happy about bins and worms that now are more effective. And thanks for those amounts of new capes.
But the worst thing is about inspirationals. It almost wasn't added anything but still having a new skill for a dozen human/hours. For example - it was hard to rise S&C after 250, but now it's tons of lp for a single up because of the lack for inspirationals. And whether S&C is still ok as it has available stuff as Wicked wicker mask or Beaming sunflower, such prof's as H&N or M&M are coming to much harder to rise after 100 for e.g.

And the best part is they removed purity and nerfed some insps.

We are definitely open to feedback on which proficiencies you feel you don't have the correct amount or values to advance your characters further.

We also have hopes that the Artisan profession will open up the ability to further the Inspirational values.

Issue isn't increasing base values, it is that purity allowed you to go beyond the base values for raising up to 200+. Now it is just impossible.

Law and Lore, Faith and Wisdom, and even Natural Philosophy.

I was thinking of starting the grind on those, but for some reason I don't feel lucky enough to make it any time soon.

It is possible to get any level of proficiency. It will however take a lot of time. Imo skill levels of 200 shouldnt be achieveable in 1-2 weeks. And that's how it works now I think
