New NPCs

I think it would be cool to have NPCs that randomly appear in Boston (or even randomly near settlements) that you can talk to who have limited amounts of tradable items. They would be like villagers in Minecraft except you can only trade with them until their items are gone, then hey wander off into the distance.

They could trade rare items components, such as singular items used to make a special mask, that you would need to trade with others to get all pieces to make the item.

I think this would also be fun to spawn them near settlements, as it would freak alot of people out to see a person outside their base, but would also lure some people out of their fortresses.

Sounds good to me, maybe give them an elevated chance to spawn near villages though?

I like the idea, but I feel like this bit could get problematic. You'd find one douchebag sitting around waiting in Boston to snatch up 100% of the items in one go, then sell them off at exorbitant prices.

That's why I added the idea of also having them spawn in the wilderness near claims, so everyone has a chance to get something.

I think having them spawn near personal claims is enough, since if you have a town claim you usually have more people with their own personal claims, which would increase their spawn rates.
