Making a board in towns

Considering many factions have rules. they should implement some kind of public board in town where you could access different factions info. And by making publishing things on the boards very expensive they could assure its not full of nonsense.

So if in a future there are many servers you could create a character log in to the server and quickly get informed about the different factions and important stuff characteristic from that server.

I know about forums.
Most ppl that start playing a game don't go into forums till somebody tells them read the forums.
Forums brake immersion in the game, and connects the game with reality.
I don't see making an in-game board as something hard to implement.
If a game could distance itself from forums i don't see that as something bad, but as something good cause it would make a game more independent from external things.
I know lots of games have forums but i dont see why innovating would be a bad thing, ug im not cocky enough to call it innovating im sure its there somewhere lol
