the roses are not meant to be just for decoration

The Hedge could be implemented very well, since Bushes can be placed each tile.

Hedges have to be planted in Gardening Pots before they can be placed.
Hedges have same defensive values like Bushes still have, you can uproot them or destroy.
Bushes should be influenced by Seasons.
For Gates you don't need another than we have, because also in real a Hedgegate is not fixed on the hedge itself, but on his own cornerposts.
