Town and Faction Warfare

After reading about many negative responses to the new raiding system I'd like to propose an idea

A new Town action called "Declare War!" for Mayors or citizens with permission to do this would enable said person to declare war on another town if they have a TBF against said town.

By doing this, if the other town accepts the declaration, there will be no crime scents if crimes are commited by either town's members in either town's borders except for Larceny and Arson. (A trial by fire will still be necessary)
The war will end after the TBF is destroyed

Pros for Defenders:
If unable to destroy TBF, defenders can still legally fight and kill the attackers.

Pros for Attackers:
No black bile drain for destroying a wall, can legally commit Waste and Murder.

What's the point of this?
I think if this is implemented, raiders will have a chance to raid without having to make tons of alts and not worry about being killed by OP braziers and BB drain. For defenders, they can now defend their places through true combat instead of risking attacking the raiders and being summoned or stocked for it.

Overall, I think its a good idea because it is optional for both sides. If raiders do not wish to declare war, they will leave crime scents. If defenders do not wish to accept war, they will have to figure out how to defend their bases without leaving too many scents and battling a possible wave of alts.

Accepting a "war" would be stupid from the defenders.

Idea makes little sense overall.

Salem is a game where its not about 2 parties fighting fairly.

The new mechanics for raiding haven't actually been published yet. Unless you're talking about the current mechanics, which aren't going to be staying around forever.
