Panning in Providence

I feel that people shouldn't be able to pan in town. Mines should be planned ahead next to a river or lake, For those that plan poorly we should be able to make a highbanker or a Drywasher

I got JC to remove them till he had to roll back. I also gave him a idea on how to fix that issue. Good to know you still have no idea how skeletons work. Why are you in the 33?

By that logic shouldn't people be banned from using the well in Providence?
