not sure if this should be in this thread or bugs and technicalities but here goes. "Cementation" requires you to be able to create mortar, to create mortar you need to have the skill "Mortar Masonry." That being said wouldn't you want "Mortar Masonry" the be a prerequisite to "Cementation"?
