It would be a high A&C, C&D, and S&E skill that would allow you to craft the rare coins. If a forged coin is used in a coin collection it should reduce the amount of L&L given by studying it to 1700. Very rarely instead of the normal forged coin you would get A Perfect Replica, it would look like the coin would have with a fresh die and right out of the mint with no wear, and be an inspirational giving 3000 A&C and 3000 S&E, it could also be used to create coin that would function as a real version of the coin in collections.

The more silver you throw into it the better end result

That would probably be the easiest, if that seems too cheap it can have a failure chance based on your A&C.
The other option would be to have it be more mass production and have it use copper or silver bars depending on the coin. Though you would probably want to be able to make more than one type of coin from a single bar so you would need to be able to break a full bar into smaller bars.

This kind of takes away from the need to collect and trade those coins among other players.

Gold bars should be able to be crafted into something using Forgery imho.

Forged coins are less than worthless(99.99% of the time) in a collection. And if you just wanted to make a bunch of fakes and look at them knowing that they are fakes then I don't see a problem with that.
