Maybe the decks of cards are for certain game types (or poker variations) and the tables would need to support more than 4 players since a poker game is more fun with at least 5.

But the cards could wear our with use and only bought by using cash, no silver. More recurring revenue...

I think we need all sorts of things like this in the capital cities, gambling, card games, sparring with bets, auction house
