There actually is one way that is halfway reliable, and that JC already employed in some way:

May it be through a copy of your ID (the one issued to you by your government), through a verified bank account (...customers), and means like that.
This, still is no 100% gurantee, but likely more than most are willing to risk/do for a slight advantage.

I was gonna suggest that but that would just mean people would spam 1000 alts early and raise them together, whatever dies dies.

No I mean an account registration that allows one account to create one character. Any unregistered accounts cannot get in

If free accounts people can spam those, if accounts that had already pruchased something then only people with big pockets would have an advantage. If on the other hand it'd be accounts of a certain age, people with the foresight to spam alt accounts will have the upper hand. Curious what JC himself has in mind for the idea since he said he liked it. There should be a more elegant way to do it.

Don't think age should be a factor but yeah JC will figure it out

If people want to run multis, they will find a way - IP rules have never deterred any semi competent enthusiast. A public register of accounts could help the community identify alts for in-game justiciary purposes. An 'ante-up' sytem could help as well, eg buy-in costs 4.99 through the store, and upon death a last will and testament is refunded (an account-bound version) to the account ... that has the added benefit of further identifying folks using the same financials for multi-account identification. Again not a perfect indicator, and also easily avoided, but another hoop to jump through at least. If people are going to go out of their way to break the rules (and some will, that's just a given) then they can at least line the dev coffers a little bit to do so :)

Could easily just make it a bit of a battle royale with persistent characters that can't log off, that can always be killed, that will need to hide in the most inaccessible of places and pray they're not found. The last 50 chars standing or less (or more?) get to keep a pumped up version of their chars on providence perhaps. Or the reward can be up to the devs, but that's the only way I can think of such a server working. No inheritence on the expedition server, easier raiding like the veteran raiders kept asking for, from the early days, no TBF, no town claims, braziers that are a minor deterrent but chars that'll likely die so fast that the risk will still be real.

This game was designed for experience of harsh survival,and at any time **** will kill you.
The game is playing you!
Not your typical game is it?! NO!
This is not made into an oopsy daisy, playground, softcore, pizza party, casual mmo like all the rest.
There is going to be cruel punishments for failure. just like real life.
Many ways to die, and survive, so lets make it even more risky.
One chance per customer, and be glad it's not like Ragnarok Online.
JC already said he liked this idea, so let him make use of it however he pleases.

One thing that could potentially work would be to require the account to have bought something (even if it's just an 80-silver pack), and then just allow one account per credit card. Sure, it's possible to get access to multiple credit cards, but that is certainly a far more onerous requirement than getting another free e-mail address, at least. Also, since credit cards are permanent tokens, it could be feasible to ban credit cards that have been shown to abuse that.
