Currently it would only be of use along the coast as there are no rivers of great length, and it is far faster and safer to use fast travel via town. You are suggesting systems for long distance trade when there is no need or desire for it.
As for your crane mechanic it seems that you are actually suggesting the addition of Oil, now the first commercial oil well in North America was in 1858 (according to wikipeadia), thanks to pistolshrimp for his work on when Salem is set:

So if we ignore oil and look at cranes as aiding in quarrying, such as lime and rock, I STILL don't get how they would work. At the moment we can dig on lime and rock tiles to remove a chunk of rock and if we are lucky we will get a large boulder, if the crane was somehow involved it could increase the chance of a large boulder, or guarantee it, but it would need to be movable so that we can deform the terrain around it. I just can't picture this mechanic fitting in the current game systems. I WANT to understand your suggestion but it just doesn't work for me, please keep trying.
