Without knowing more about your system and network connections, there's only a few things anyone can suggest:

1. Make sure you don't have any anti-virus or firewall software interfering with your computer or network (this includes on your router(s) and/or gateways). You may need to test to make sure it's not a router issue by connecting to a different network or using a different router/gateway if possible. There have been a few cases of routers not connect properly even with ports opened. (I believe these have all been a German manufacturer and would have to check further if it's a specific model or series.)

2. You may need to explicitly open ports TCP 1871, UDP 1870.
