Yes so im supposed to be able to make bubbly soap...but its no where in my craft tabs and niether are mine picks...

With them swapping around skill levels you may just be missing a "new" skill that was added to it....I have had stuff already and then all of the sudden I could not use them anymore - turned up it was the devs monkeying with the skills that added an additional skill here or there before you could use your old skill again - annoying but quickly fixed by more studying.
