I have seen land claims go out over deep water in rivers and the ocean on jamestown server someone might want to look into that

Was the claim stone built on the water or was the claim just extended over the water? The later is quite intentional.

Is it not letting you trespass when traveling across the water in the boat? I'm not sure what the intentions are on this or what is even possible. I don't have water anywhere near my claim and so haven't really done any traveling by boat.

The claim extends out over the water includeing the deep water, I don't have a boat or trespassing and the person responsible has done this all around jamestown just outside the parimter of the city in a narrow strip and has made it quite clear all tresspassers will be hunted down and killed but will graciously let you cross freely if you pay him 500 silver wich is just pure extortion and has seriously damaged my enjoyment of this game.

You can cross claims without tresspassing skill. Just enable criminal acts and ignore warning message.
Now, this will leave scents which can be used to track your character, BUT!
those scents last only couple of hours and they are useful only while you are online. So you can cross the claim, walk away and just log out for a few hours.

Besides, why do you need to walk on foot from the town? Can't you just take the complimentary guide service?

becouse my homestead is nowhere near a ocean so salt is real hard to get along, with seaweed and seashells and aged driftwood and beavers becouse there is only one little stream near me

There is a lot of a beach in Jamestown. On its claim.
Also, one time payment of 500 silver for a character that can kill beavers isn't much.

Be very careful with this while you are boating. I had a situation where a friend had disabled my access to her claim, which partially extended over a river. I was intending on boating up to the site, and it did allow me to gain access to the site, however it then stopped me, turning the claim red, and I was not able to access my boat. Luckily, it was a friends claim, or my boat may have been lost...

This type of situation was quite common in the United States around the time of Prohibition. Many outlets of organized crime collected "protection" money from local businesses in exchange for a policing the unpolicable type service. In reality, the money was paid, or the crime outfit would exact a toll of blood sweat and tears from the business owners. Also consider, every piece of silver you give to the MM Tribe increases their resources and power over your lives. I will not assume to know their motivations, but I would be willing to bet, they are not entirely philanthropic...

Even so common or not in rl history it should not be allowed it wreaks game enjoyment and is a gross exploit of the town and homesteading system

It's an open world where each character can do what they will. Why should there be special rules in place preventing players from attempting to extort the rest of the world? You have a set of tools at hand. What do you choose to do with them? Do you build a fortress and prevent players from douchebaggery? Do you play a pirate raid and burn all that you see? Is the world your "special project" that you need to "protect" from itself?
