I'm guessing this is a computer Salem hasn't been played on before? It could be several issues. There could be a video driver incompatibility causing it to hang but not crash. It could be a network resolution problem. There could be an issue with Java or the download.
The first thing would be to clear Java's cache, make sure that there aren't any Salem configuration files left, such as in the %user%/Salem folder. Sometimes the download corrupts and instead of getting a crash report, it just hangs trying to load.
Next would be check network configuration. Make sure that a connection is allowed both in security software as well as through an routers. Ports TCP 1871 and UDP 1870 need to be open and free. There could be other network issues, but this is about the only easily checked and fixed one.
Finally would be making sure Java is installed properly by cleanly uninstalling first, rebooting the computer, and then reinstalling. The same would go for video drivers if that doesn't resolve the issue.
