Pioneering Diploma don't give Settling?

I have a fresh toon.

He has just the Tutorial Skills right now:

Now i found in the deeps of my Cupoard a Pioneer Diploma and wanted to try out, because i still not have Settling skill:

But Settling will not be learned it just say:
[00:12] You already have that skill
I guess in reason of the other both skills you still got in the Tutorial.

Is it intended that the Diploma not work for Settling anymore?

Those diplomas are legacy items from a very long time ago. I don't know any specific reason why they would be malfunctioning, but so much has changed since they were removed from the store, I'm not surprised if they are broken. It's not something we're going to try to fix since they're not officially part of the game anymore. Other bugs are more important.

no chance of seeing these or the clothing packs with them being returned to the store?

easy to put back, already ingame and adds purchasable content not longer available

should be a win:win for the game
