Hello, I just want to ask, if this is a bug, that when in canoe, a person can swim over Pclaimed area without crimes being active?

it is to prevent people from claiming entire riverways for their own.
You haven't entered the claim yet: as long as you're in the canoe you're in international waters so to speak.
Carefull, as soon as you exit the canoe you will enter that playerclaim and the canoe will be forfeit, as it would be larceny to steal it back.

I dont believe it is classified as a bug. I think the idea is they don't want you to lose your canoe or be charged with larceny because you trespassed.
