Its possible that high temperament stops them from breeding, I had two male goats that had insanely high red bars(I think 99 and 98) and were 100% pissed off all the time. They both died recently because they're stupid and kept kicking over the troughs. They didn't breed with my female goat though, dunno if they died too fast or if they were too pissed.

Billy Goats do not like other BIlly Goats.
It is my theory that they continued to get more pissed/not get less pissed when around each other, because of this. One of them had to go. Normally this would occur when one died or ran away, but yours didn't, so they you know, stayed angry. All the time.
TLDR:
Billy Goat Haet other Billy Goat. Remedy this. (By removing Bad Billy Goat. Might as well breed the "Good" one.)
