I have the prerequisite skills cotton planting and mercantilism and the levels in stocks and cultivars, law and lore , and natural philosphy but the tobbaco planting skill is still red and cant be bought. Anyone know a way i can fix this?

You only have 77 law and lore. That isn't enough.
