Upon starting the java file up, it begins that download process, goes a very minimal way completed, then stops.
Not quite sure what that's about.
Doesn't download application.

Known bug with Java Web Start. For now you can use Ender's Client, which does not utilize Java Web Start for installing/updating the game.
