Claimed lean-to in town and on borders - unclutter areas?

We have a problem with our city area, there are several lean-to claimed on our town property by people who can not belong to our town or never did.
As far as I know you can't claim a lean-of the area of a town you are not citizen? Because I got told the HS of our town member whose claim overlapped with the town and ported there with wilderness call - and was stuck as I was not enabled by claim and inside the city wall and they were stuck with my lean-to being there ...
But what about walking on the town property and claiming a lean-to? We know that extension of town property over existing lean-to does not unclaim them. Which unfortunately allows tremendous griefing by people just putting with alts lean-to around a town at the border and thus blocking extension ...
But we are now facing even lean-to in our town property (before any extension) which do not belong to citizen and because they are claimed they can not be destroyed? Or is there a skill that allows to destroy a claimed lean-to on town property?

So basically five questions concerning "bug or not":
1. Can you claim a lean-to on a town property even if you are no citizen?
2. How can you destroy a claimed lean-to? There is no decay on town property.
3. How can griefing be minimized by people building with alts claimed lean-to next to town borders? Waiting for the decay? There is no decay if the lean-to comes with a claim. We have now two of these on our property by now ...
4. If a char dies, is his lean-to un-claimed? We have one lean-to occupied by a non-citizen and the char who supposedly was the owner (and was a citizen back then) was killed by someone but the lean-to is still claimed?!?
5. Is it known that you can grief towns overlapping with personal claims by porting alts with the HS and wilderness call to these? Is that considered a bug?

Are those leantos on town property or on personal claim? Cause personal claim rights > town rights. You automaticly get leanto claimed when you port to someones homestead. You couldn't move cause claim owner didn't give you rights on his claim.

1. Yes but you'll leave a clue. I think it's vandalism.
2. Destroy it. Need to have criminal acts on and vandalism skill. (or look at point 3)
3. Extend claim over those leantos(normal claim not village claim) and owner of claim can destroy those without 'vandalism' skill.(if it's on unfriendly claim already..look point 5)
4. It's claimed so he can inherit his leanto when he inherit in char creation zone.
5. You can declaim those claims when you extend your town claim over claim stone. (adventure menu/commonwealth & government/invoke eminent domain -mayor and ppl with certain town privilages can do that)

There are lean-to on town-claim-only only from previous town members that were killed. And there are lean-to on enemy personal claims which after town extension are now on our town claim, but not overlapped by personal claims from us.
